The Be-12 "Chayka"( in English “Seagull”) was an anti-submarine amphibious aircraft, successor to the obsolescent Be-6. The turboprop plane entered service in the Soviet Navy on 29th November 1968, equipped with hydro acoustic "Baku" system, containing the set of 18 buoys and a reception container. A total of 150 Be-12 have been produced till production ending in 1973.

Any student of Soviet aviation recognizes the flying boat pedigree of the Beriev Experimental Design Bureau (OKB). The Be-6 (NATO Codename Madge) was a multi-role flying boat that was built between 1949 and 1957 with 123 examples that remained in Soviet service through the end of the 1960s. The aircraft was developed and/or modified into a variety of configurations which included maritime reconnaissance, anti-surface/anti-submarine warfare, mine layer, and cargo airlifter. The aircraft was replaced by a similar but amphibious airframe powered by two turboprop engines, the Be-12 (Mail).

Die Typenbezeichnung BBA-14 leitet sich aus вертикально-взлётная амфибия = vertikal startendes Amphibium ab. Die 14 steht für die ursprünglich vorgesehene Triebwerksanzahl. Das Flugzeug sollte eigentlich ein Senkrechtstarter werden. Aber die Hubtriebwerke wurden nie eingebaut, und so blieb es ein Amphibieum und Bodeneffektflugzeug, das auch in größeren Höhen operieren konnte.
